Charles Vest: Curiosity allows the spark for creativity, but we need to give the curious person the TOOLS to investigate. Why is the sky blue?

Although Vest discusses this from an engineering standpoint, this clearly applies to other disciplines as well. Individual inquiry doesn't mean that everyone is working on something different - multiple questions can lead to the same essential question.

I want to know: how do we encourage creativity and independent inquiry in a culture of continuing standardization? (a.k.a. the Education Train Wreck)
